4 row cable panel x 16 rows

Hi, My pattern says work in cable panel (which consists of 4 rows) for 16 rows.
Confused... How many times do I knit the 4 row pattern?
4 times (4x4=16)?
Or
Rows 1-4 x 16=64?
I am making Booties if this helps with my question.

Yes, it's can be very confusing.
You first option is right. You knit the 4 row pattern 4 times.
