Pattern says : slipping first stitch of each bind off to minimize jagged edge. Then bind off 4 st at neck edge once, then 2st once, then dec 1 st at neck edge every RS row 3 times
I'm not sure if this is a pullover or a cardigan. I'm assuming it's a cardigan and you're working on one side of the two front panels.
The bind off below is for the cardigan. If you're doing pull over then you will need to connect a new yarn to do the same on the other side.
Current row, right side (neck edge row): Slip first stitch purlwise, then bind off as usual for 4 sts at the neck edge one time. work to end.
Next row (ws row): work even.
Next row (neck edge row): slip first st purlwise, bind off 2 sts and work to end of row.
Next row: work even. *Next row (neck edge row): slip first st purlwise and bind off 1 st. work to end of row.
Next row: work even.*
repeat between *_* 2 more times.
