Christmas Stocking Pattern that calls for knitting 14 stitches at the beginning of the row

I've never knitted a stocking before, and this part of the pattern has me confused. I'm not finding anything on how to just knit 14 stitches at the beginning of the row, and it says to work until I have 14 rows. Then all of a sudden we're on the heel and "picking up 8 stitches." Alongside of piece?
Row 3 - Work across 14 sts., turn, purl 14 sts. Continue working with only 14 sts. until 14 rows
completed.
Turn heel as follows:
On Knit row, K 3, K 2 together (tog.), K 1, Turn then Slip 1, P 4.
Repeat until only 9 stitches of the original 14 remain with stitches on Knit row.
Pick up 8 sts. alongside of piece (from side of 14 rows) and knit across to the end.
Row 4 - Work next 14 sts. as Row 3 above with only 14 sts. for 14 rows.
Turn heel as follows:
On Purl row, P 3, P2 tog., P1, Turn Slip 1 K4.
Repeat until only 9 stitches of the original 14 remain with stitches on Purl row. Pick up 8 sts. on side of piece (from side of 14 rows) and purl across all rest of sts. (63 sts.)
