"K1, s1, k1, psso, yfwd, yrn, k2tog, p8, inc in next st, k2, 17 sts."
Here it is;
Knit 1, slip 1, Pass the slipped stitch over the knit stitch, bring yarn to front and around needle, knit 2 sts together,( you should have 2 wraps forming which are counted as 2 sts), purl 8 sts, increase a stitch into the next stitch by knit into front and back of it, knit 2 stitches. You should now have 17 sts total.
Just make sure that you have two wraps because on the next row you will need to do a knit on one wrap and a purl on one wrap. This will become an eyelet.
Best to you and thanks for sharing your question with us.
Have a great day!
