Hi Donna,
In knitting patterns, "miss" or "skip" usually means that you're not going to work those stitches; you'll simply leave them unworked on your needle. So, in this case, I think it just means to count 32 stitches on either side of the blue markers, and then place the red markers on the next stitch after the skipped stitches (that would be after the 33rd st.) This should leave 65 sts between each red marker as the pattern stated.
