I think you meant "inc" instead of "in"
"Dec one st at each end of next row" is to decrease one st at each end on the next row.
"then inc every foll alt row until 70 (72-78-80) sts rem." means to increase every other row until you have 70 (72-78-80) sts rem.
If there is by any chance that I misunderstood this and that you didn't write a typo. Then it should be dec every other row until you have 70 (72-78-80) sts rem.
If you have more stitches than indicated above then it should be decrease. If you have less stitches then it should be increase.
