I'm not sure exactly where you don't understand. There are lots of instruction there.
Follow instruction row by row to work decrease. If you don't have enough sts at each end to work the yo and other sts that come after that, eg. yo, k2tog, (because you may be left with only 1 sts, so you can't do yo and k2tog, so you would just work the the left over st in stockinette sts instead.
the rest of the direction is straight forward. If you get confused then use a paper and pencil to draw out a diagram of your work. Drawing row by row just like when you knitting. Mark the areas where you have to work decreases. Circle the number that belong to your size and just focus on those numbers.
There are graph papers that you can print out on line and as well if you needed them.
