I'm confused

The pattern says p1 k3 to the last 7 stitches ( there are only 27 stitches) end 2p k1 p1 2 times

This is surely very confusing pattern. The one that most confused is the 2 p because this is very unusual way of writing, don't you think? Could the 2 be the pattern's typo?

So, if you have got the last 7 left, I personally think it should end with p2, k1, then (p1,k1) twice. That's what I thought.

Is that how the pattern written exactly at the end?

Usually when the pattern says work to last so and so stitches, you would work until you have that so and so stitches remain and then work the rest according to the instruction.

For your pattern, work to last 7 sts, and then p2, k1, p1 2 times is not working out right because this involved 8 sts.

Could you show me exactly how the pattern is written?
