Border Row 1: K1, C4B, p1, k3 (1:-:4:2:-), pm, *k3,C4B,k3; rep from * to last 9(7:6:10:8:6)sts,pm,k3(1:-:4:2:-),p1,C4F,k1.
Each number in each bracket represents its own size. I see you circled number 10 in the second bracket, so I'm assuming you understand that you have to work with that size. The first bracket works the same way. The dash symbol means do nothing, In this case, the knit stitch. So, one can proceed to place a marker.
But, your size is on the 3rd position in the bracket. So, you'll need to do some work here. Instead of k3, you would do k4, then pm. and so forth.
Same thing with second bracket, you work to last 10 sts instead of 9 sts. Then the third bracket, you k4, instead of k3.
