Thanks for the question.
You asked about how to ptog a draw up loop from a previous row and the next st. I imagine you have a draw up loop on your left needle as your first stitch. This loop should be longer than the rest of the stitches because you bring it up from several rows below.
It's pretty simple actually. You just purl this loop and the next stitch together just as the way you do normal p2tog. (with yarn in front, insert right needle into the next 2 stitches and purl them together at once. ) Remember to bring the yarn in to the front of your work before purl them together.
