Shaping a neck on 8 row cable pattern

When finishing back length 126 stiches to 41cm, next step says SHAPE NECK- next row - Patt 35(45:55), turn. Work on this set of sts only for right back neck. Keeping patt correct, dec one st at neck edge on next 5 rows.

Does this mean I only work 45 if the 126 stitches on the needle and turn each time I finish the 45?

Yes, you work on this 45 sts only. Just make sure that you dec at the neck edge not at the armhole and continue with your cable pattern. It can be pretty confusing.
