ah, I see. Knitters often check their stitches just to make sure that they don't drop stitches or make mistakes. So, this is a warning of not to count stitches on these rows.

The "x's" can represent any number . I have patterns that say rows 5 and 11, rows 3 and 10, etc. The row numbers are not the issue the issue is why the pattern is saying dont count stitches after certain rows.

I don't know for sure. Is there an explanation what is "x" stand for?
My guess is that this pattern has certain row(s) that has higher of lower number of stitches. So, if you count this row you'll get different number of stitches than when you first start.
