Yes, you can use any yarn you want with the blanket. Just make sure to use appropriate needle for the yarn. Check the yarn label for the needle and gauge information.
Yes, the blanket will be smaller if using smaller yarn and with the exact same pattern. You can add extra stitches to your blanket. If the blanket has a pattern, you can look at how many stitches you have to repeat in one set of the pattern. Then cast on extra for that repeat.
