You cast on 29 sts at each end. So that would be 58 sts for the new stitches and then add existing stitches (37) would make it 95 sts total.
Let me know if you still need help with the cast on. It says at the beginning but you actually start at the end of the row. You cast on 29 sts, knit back to the end of the row (29 sts + 37 sts )and then cast on 29 sts again.
