Confused with the CO instructons.

Working on a cropped cardigan and I am stuck on this section of the instruction.

(WS) CO 10 on right needle, purl across live sts on left needle, CO 10 on right needle.

Any clarity on this would be appreciated.

This is how I read the instruction. First you cast on 10 sts on your right hand needle. Then purl all sts off the left needle. Now you have all sts on the right needle. After that you then cast on another 10 sts onto the right needle again.
