Question
Pattern says: To shape neck cast off first 7 stitches work in pattern. Next row: keeping pattern correct decrease one St at neck edge on every right side row 6 times (in bold) being sure to work decrease 3 sts in from neck edge.
What does "being sure to work decreases 3 sts in from neck edge" mean?

It's not very clear to me either. I think what the pattern means is to perform decreases (eg. k2tog) at the 3 sts before the neck edge rather than decrease at the last st. So what you do is to work to the last 3 sts and then k2tog (if that's the method you use), then k the last st. This way you decrease will look much more neater than decrease the last 2 end sts.
