hat circumference

since a hat should stretch a bit over the head to stay snug, shouldn't the hat circumference be smaller than the head circumference and if so by how much?

Hi,

I like to make my hat about 1 inch smaller than my head circumference if I want a snuggling hat. Most of the time I like my hat to be the same size as my head because I can't wear a tight hat very long. It makes my head hurts.
