You asked how to do the following;
"Work 27 rows dec 1 st at neck edge only in 3rd and every foll 4th row"
This is to work a total of 27 rows and you start out by working 2 rows even, and then decrease one stitch at the neck edge. Then you will work decrease every 4th row until you complete the work of 27 rows.
This is how each row will look like;
Row 1-2: work even Row 3: Dec 1 st at neck edge Row 4-6: work even Row 7: Dec 1 st at neck edge Row 8-10: work even Row 11: Dec 1 st at neck edge Row 12-14: work even Row 15: dec 1 st at neck edge Row 16-18: work even Row 19: Dec 1 st at neck edge Row 20-22: work even Row 23: Dec a st at neck edge Row 24-26: work even Row 27: Dec a st at neck edge
