Not sure I understand your explanation for this
Decrease 1 stitch at each end inside border of 6 stitches as before on next row and 3 following 10th rows - 73 stitches

From looking at the pattern you gave me here, it looks like you are working on a piece with border on each end. correct?
It tells you to decrease one stitch inside each border. You have 6 stitches for the border at each end. So at the beginning of the decreasing row you'll work the 6 sts border first and then do the decreasing. (you can do k2tog or SKP) Then you continue to work to the last 2 stitches before the border (that'll be the last eight stitches total). Knit 2 stitches together and then work the border to finish a row.
You will work for 9 more rows without decreasing. Then on the tenth row, 20th row, and 30th row you'll do decreasing again.
If this doesn't help you, I may have to ask you to send me the whole pattern to look at it.
