I think you meant to write "then on foll 13 rows" instead of " the non foll 13 rows". I was confused for awhile.

It means to decrease a stitch at each end of the next row and then every other row 3 times. Then decrease every row for 13 times (13 rows). All the decreases are done on both ends on each row.
