"Work as set" is to work the same way as a set up row. For instance, if the pattern requires increases at both ends and each end has its own way of increase such as SSK at the beginning of a row and K2tog at the end of the row. The pattern would give you instruction for row one as a set up decrease row. If the instruction say decrease every other row then you would work row 2 even. Then the next decrease row would be row 3. You would then decrease in row 3 the same way as you would on row 1.
I'm not sure how your pattern set up row is. Go back and check the instruction and see what method of decrease you need to do.
